According to a hidden page on the Microsoft website, users who require special features can choose a free upgrade for an indefinite period of time. To sign up for a free update, you just have to check the box that says you are using assistive technology, and Microsoft doesn’t seem to validate the claim at all, so it might work even for regular users who missed the deadline.

Update: Microsoft has released a statement to ZDNet stating that the tool is not intended to be used as a workaround for users who are not using assistive technologies and have missed the deadline .
