How to Fix Windows 10 Shutdown Delay Error
Despite the recent inclusion of new automatic troubleshooting and problem-solving tools , the version 1809 update for Windows 10 brought in quite a few bugs. One of the latest (and more annoying) quirks is the problem that prevents your computer from shutting down or entering hibernation in a timely manner.
What is causing the error
The error is caused by the Windows 10 USB Type-C Connector System Software Interface (USCI), which handles all connections for USB Type-C devices. In Windows 10, version 1809, USCI seems to take up to 60 leap seconds to handle outages when the computer shuts down or goes into hibernation.
The only negative effect is the longer shutdown times, although annoying; shutdown and hibernation delays do not cause any disruption to USB devices.
How to fix it
Microsoft has confirmed that the bug exists , but has yet to release an update or fix to fix it. Until then, you have a simple solution to speed up a slow shutdown of your system: Unplug USB Type-C devices before shutting down or hibernating your computer.

Here are some examples of USB Type-C devices:
- New Android smartphones, tablets and laptops, including all Google Pixel phones and Chromebook Pixel phones
- Nintendo Switch
- New MacBooks
- Certain external hard drives and solid state drives
Most USB Type-C devices simply charge over the USB connection and can be disconnected without any problem. Others – like Android devices or external storage devices – can transfer data or send video / audio to and from your computer, so you need to make sure they aren’t doing anything important before unplugging them. Simple things, but easy to forget if you need to quickly shut down the system for any reason. (Otherwise, be prepared to wait another 60 seconds.)
