Some of these metrics include survival, availability of premises, and how easy it is to get a loan. They grouped these metrics into two categories: resource access and business environment . Survival rates will fall under Business Environment ; funding availability will fall under Access to Resources .
Based on how cities rank in these two categories, they then ranked them overall, and this is what they concluded.
