To take the icing up a notch, they suggest starting at the border and then adding the rest of the cookie:
Decorating the cookie with icing should be a two-step process that starts with icing the border, a slightly thicker frosting used to outline the outline around the cookie; use a looser frosting to fill in the middle of the cookie. The curb icing will act as a barrier to hold the finer icing in place, creating a perfectly smooth icing layer on the cookie.
