Here’s What Trump Wants to Cut From the Federal Budget
President Trump’s fiscal 2019 budget was unveiled yesterday, which includes sharp cuts in domestic programs, including Medicare, Medicaid and Social Security, while calling for more military spending and other “security” measures.
But the “American Budget,” as it is called, goes far beyond cutting the safety net — virtually every department and agency is affected. Here is the SparkNotes version.
Department of Agriculture
- Proposed reduction (compared to FY 2017): $ 938 million
- Program cuts : the budget proposes to cut conservation operations that “provide technical assistance to farmers and ranchers to conserve, maintain and improve environmental performance on their land”; cut funding for the Economic Research Service; and remove funding for USDA rural business and cooperative programs that provide loans, loan guarantees, grants, and payments in rural America, and USDA direct loan program for single family rural housing.
Education department
- Proposed reduction: $ 5.66 billion
- Program cuts: Trump’s budget proposes to end the Comprehensive Literacy Grant Program, which encourages literacy among students under 12; the elimination of the Federal Continuing Education Grant, which provides financial assistance to undergraduate students based on their needs; “Substantial” reduction in the Federal Work Research Program (from $ 990 million to $ 200 million in 2019); and the abolition of international education and language learning programs at home and abroad, which, inter alia, are “grants provided to higher education institutions to support centers, programs and fellowships to increase the number of foreign language and international research experts”. , many of which were created to support students and low-income communities.
Department of Energy
- Proposed reduction: $ 379 million.
- Program cuts : Funding for several DOE programs will be fully or reduced, including the Energy Agency Advanced Research Projects Program and energy research and development applications focused on nuclear, fossil, renewable energy, efficiency and electricity.
Department of Health and Human Services
- Proposed reduction: $ 4.8 billion.
- Program Cuts : Includes cuts to the Medicare and Medicaid programs discussed in this post , and changes to the Temporary Assistance Program for Needy Families. It also excludes funding from the Public Services Block Grant and health worker training programs, which “have no evidence of significant improvement in the country’s health workforce.”
Department of Housing and Urban Development
- Proposed reduction: $ 4.3 billion
- Program cuts: Trump’s plan proposes to end “Choice Neighborhoods”, which provides grants to improve distressed public housing areas. It will also end funding for the Community Development Grant Program, which helps pay for home restoration, damage removal, infrastructure, and community improvements. This will cut funding for aid to Native American tribes and Alaska Natives, instead redirecting savings to “higher priority areas.” It will also cut funding for programs that subsidize about 4.7 million very low-income households.
Department of Labor
- Proposed reduction: $ 543 million.
- Programs cut: funding for the International Labor Office of the Ministry of Labor, which fights child labor and promotes workers’ rights abroad, will be cut . Funding for the training program for migrants and seasonal agricultural workers (or the National Program for Employment of Agricultural Workers) will be canceled.

Public Broadcasting Corporation

Legal Services Corporation

National Endowment for the Humanities
- Proposed cuts: Trump is proposing to cut the National Endowment for the Humanities budget from $ 150 million to $ 42 million, or 72 percent.
- Programs cut: The National Endowment for the Humanities provides research funding to colleges, libraries, museums, and similar institutions. Trump’s 2018 budget included similar cuts .
District Reinvestment Corporation
- Proposed cuts: The agency’s budget will drop from $ 140 million to $ 27 million.
- Cut from Programs: The Congressional Neighborhood Reinvestment Corporation helps low-income people find and live affordable housing in the United States and Puerto Rico. In fiscal 2016, she assisted 360,000 families.
